The American Rescue Plan Will Help Over 4 Million Uninsured Americans
The American Rescue Plan Act of 2021, also called the COVID-19 Stimulus Package or American Rescue Plan, is a $1.9 trillion economic stimulus bill signed into law by President Joe Biden on March 11, 202.
It's designed to speed up the United States' recovery from the economic and health effects of the COVID-19 pandemic and the ongoing recession.
The package builds upon many of the previous pandemic measures in the CARES Act from March 2020 and in the Consolidated Appropriations Act, 2021, from last December.
As the economy continues to recover from the COVID-19 pandemic and recession, the plan includes several provisions designed to expand access to affordable health insurance coverage in 2021 and 2022. One provision allows people with incomes above 400% of poverty eligibility for subsidies to purchase insurance coverage from the Marketplace. The law also increases financial assistance for people at lower incomes who were eligible under the ACA. Both provisions last for two years, retroactive to Jan. 1, 2021.
What If The Healthcare Provisions Are Made Permanent? A 60% Increase!
Urban Institute researchers, with funding from the Robert Wood Johnson Foundation, analyzed the potential impact of making these provisions permanent. Among the key findings:
A majority of previously uninsured individuals would be attracted to the marketplace because of the enhanced subsidies, and subsidized enrollment would increase by an estimated 5.1 million.
Roughly 317,000 people with non-ACA-compliant coverage would switch to a more comprehensive ACA-compliant plan if they were to become newly eligible.
These estimates translate to a 60% increase in marketplace enrollment in 2022 if the provisions were to become permanent.
Estimates are that 4 out of 5 who enroll in a new 2021 health plan can find a plan for $10 per month, with financial assistance.
