The American Rescue Plan Helps Floridians Get Better Health Insurance

Until Aug. 15 the estimated 318,500  Florida residents who have no health insurance can sign up for free or low-cost coverage with new federal subsidies under the American Rescue Plan and the Affordable Care Act (Obamacare.)

In addition to that, everyone who does not get their health insurance through their employer will have through August 15 to enroll in or change their Health Insurance Marketplace® plan due to the coronavirus disease 2019 (COVID-19) emergency.

According to Florida Blue:

• About 90 percent of people who get a subsidy will now have lower premium payments for their current plan or will be able to upgrade to a plan that offers better out-of-pocket costs.

• For three out of four people in the United States, federal assistance will bring the monthly cost of a 2021 Affordable Care Act plan to $10 per month.

• Many premiums will decrease on average by $50 per person per month and $85 per policy per month.


The System Is Confusing

Volunteer physician Carolyn McClanahan, who is also a certified financial planner, agreed "the system is very confusing. That is why navigators are needed to help patients make the right decision on their choices. Even then, there is so much education that needs to happen."

"We should get patients who need significant care signed up so they can get the services they need. For an example, I had a patient who needed an elective hernia surgery — so not urgent, but not a cosmetic thing — [because] it will cause him a problem someday," she said. "He should sign up to get insurance just to get his surgery at least, as that is hard to get hospitals and doctors to do on a volunteer basis."

Many Have Signed Up Already

During the special enrollment period, about 528,000 Americans signed up for health insurance through March 31, including 146,250 people in Florida, according to the Department of Health and Human Services.

Estimates are that 4 out of 5 who enroll in a new 2021 health plan can find a plan for $10 per month, with financial assistance.
