The American Rescue Plan Expands Obamacare – Will Help Millions

The American Rescue Plan Act (ARP) is designed to help millions of Americans afford high quality healthcare.

It does this primarily by creating subsidies to help pay for insurance premiums.

Special Enrollment Period

The Centers for Medicare & Medicaid Services (CMS) is extending access to the Special Enrollment Period (SEP) until August 15 – giving consumers additional time to take advantage of new savings through the American Rescue Plan. This action provides new and current enrollees an additional three months to enroll or re-evaluate their coverage needs with increased tax credits available to reduce premiums.

"Every American deserves access to quality, affordable health care – especially as we fight back against the COVID-19 pandemic," said HHS Secretary Xavier Becerra. "Through this Special Enrollment Period, the Biden Administration is giving the American people the chance they need to find an affordable health care plan that works for them. The American Rescue Plan will bring costs down for millions of Americans, and I encourage consumers to visit HealthCare.gov and sign up for a plan before August 15."

Many Have Already Enrolled

In the six weeks of the special enrollment period that President Joe Biden opened, more than 528,000 have signed up for the Affordable Care Act (ACA).

According to theGrio, African American Ambassador Susan Rice said 17%, or about 90,000 new ACA enrollees are Black Americans. There are also significant increases in signups among low-income Americans and among states with high numbers of uninsured Americans.

In Florida and Texas, two states with the highest number of uninsured Americans, more than 146,000 and 98,000 residents signed up, respectively.

Fourteen other states and the District of Columbia, which run their own ACA exchanges, have also extended their enrollment periods. Those looking for coverage today and current enrollees on the federal exchange are now able to access extra premium subsidies as part of Biden’s $1.9 trillion stimulus package.
